Evacuation Plans
The Emergency Planning team within JBA provides a specialist consultancy service to local authorities, developers, businesses and the Environment Agency. Key skills areas are:
Emergency ExercisesDuring the last 10 years, JBA have conducted over 40 emergency exercises providing approximately 6,000 people with the benefits of training and testing. Our expertise in this field allowed us to successfully manage and operate the first National Flood Exercise - Exercise Triton. This tested over 2,000 people across the UK and was one of the first exercises to incorporate the Civil Contingencies Act. Exercise delegates come from a wide range of backgrounds, including local and national government, the Environment Agency, DEFRA, utility companies, emergency services and the private sector. JBA plan, execute and manage exercises, including the provision of post-exercise debriefs and reports. We carry out extensive research and liaison during the design stage to ensure the aims and objectives of all partners are achieved. Each exercise is unique and tailored to meet the needs of the client or participating organisations. TrainingJBA currently provides training for staff involved in the management of and response to flood events in England and Wales. We can turn your training needs into a bespoke course that meets your emergency response requirements. Our trainers have extensive experience in emergency response and can design and implement training sessions and exercises to improve the skills and understanding of your staff in dealing with such events. JBA provides national bespoke training for responding officers at the Environment Agency using our in-house Computerised Exercise Control System (CECS). Evacuation PlansWe are conversant with the Civil Contingencies Act and understand the requirements it places on local authorities, emergency services and other responding agencies. The Act requires that Local Development Documents place significant emphasis on emergency planning to ensure new developments fully consider the risks. JBA has produced numerous evacuation plans and designed flood resilience schemes for developers to minimize the impacts of flooding and meet the requirements of Planning Policy Statement 25 (PPS25). Post-Event Analysis & Structured DebriefingWe are well versed in the collection and analysis of post-event data, including debriefing of staff involved in responding to emergencies. Our staff are trained in structured debriefing techniques, a tool which we use to aid the development of action plans for improving emergency response. The following is a sample of our projects: Exercise "Atlantic Blue"A command post exercise which tested the simultaneous response to internationally linked (UK-US-Canada) terrorist incidents involving the release of chemical and biological materials. The UK response centred on the City of London and other organisations took part simultaneously in the United States and Canada. JBA emergency planners provided injects to the exercise and undertook a post-exercise structured debrief to gather the lessons learned during the exercise. Summer Floods of 2007 – Post-Event Analysis and ReportingOn behalf of the Environment Agency, JBA collected flood data from the summer floods of 2007. In the Midlands and North East regions, we established numbers of flooded properties and flood levels which we used to map the maximum flood extent. In the Thames region, we debriefed 250 responding staff in order to produce the lessons identified report. We facilitated a multi-agency forward look conference in Oxfordshire to set actions for an improved approach to future multi-agency responses. |
