Flood Risk ManagementMany governments are now committed to taking a risk-based approach to manage flooding risks. This requires the delivery of flood risk assessments to consistent standards and their articulation in common terms. Our Flood Risk Assessment teams have worked with the Environment Agency in England in expanding these policies and setting best practice. Whether it is in delivery of national coverage flood maps, strategic flood risk assessments for Local Development Frameworks or smaller site specific assessments for developers, JBA has the recognised skills and tools to assess and describe flood risks over varying temporal and spatial scales. This ability is unrivalled, and explains why we are in high demand for expert advice and representation. With a proven track record, our teams of high-calibre professionals apply the latest technologies to a broad range of flooding issues including coastal, tidal, river and land and urban drainage. We are a framework supplier of flood risk mapping services to the Environment Agency for England and Wales. We have successfully completed over 400 commissions in the last 3 years and continue to be ranked the best performing consultant for quality of product and client service (measured in their detailed Key Performance Indicator (KPIs). Average KPI values being achieved on the framework are over 80% with almost 100% being achieved for delivery to programme and budget. Other frameworks that we are approved to work under are for the Rivers Agency Northern Ireland and the Scottish Environment Protection Agency. We are familiar with Planning Policy Guidance in all areas of the UK - SPP7 (Scotland), TAN15 (Wales), PPS15 (Northern Ireland) and PPS25 (England) and have provided advice to Government Agencies, local authorities, planners, developers and insurance companies on flood risk. Water ResourcesJBA's water resources team has an in-depth understanding of Headroom (including the UKWIR Headroom model), Demand Forecasting, water resource scheme Optioneering and Costing, Outage, Least Cost Modelling and development of Drought Plans. We have carried out scenario impact studies using UKCIP climate change scenarios and statistical downscaling methods to provide inputs to rainfall-runoff models for water resource zones, and we are familiar with other models such as EARWIG, HYSIM, AQUATOR and CATCHMOD. We are currently working on an assessment of the impacts of climate change for the Environment Agency on its navigable rivers, concerning both low and high flows. This uses probabilistic scenarios similar to those to be released in the next generation of UKCIP data (UKCIPNext). We have the capability to work with this type of data and carry out Monte Carlo simulation (using Crystal Ball and other tools) on indicator variables as used by UKWIR and Defra.
Coastal Risk ManagementThe focus of this new team is the coastal environment and its risks and opportunities. This includes a variety of themes ranging from coastal flood modelling and flood warning studies to site suitability analysis for marine renewable energy schemes. The Coastal Risk Management team is currently developing a new database of sea level information for the UK, Ireland and Western Europe called the UK Tidal Database. The aim of this project is the production of a spatially consistent and accurate dataset of hourly and extreme sea levels for closely spaced points along all open coasts and within major estuaries, bays and tidal rivers. This database represents a unique resource for JBA which has a wide range of applications relating to the management of the coastal environment. Flood Warning and Incident ManagementJBA has assisted the Environment Agency to develop new systems, flood forecast models and undertake training in flood warning. JBA staff has a wealth of experience in the following:
HydrometryJBA has a hydrometry group, which undertakes flow measurement (mainly current metering), rainfall measurement and water quality and groundwater measurement. We have also been involved in feasibility studies for over 10 new flow gauging sites for clients and have designed and supervised the construction of 12 new or upgraded flow gauging sites for SEPA and British Waterways (including cable ways, new structures and ultrasonic gauges). JBA has been involved in a number of projects to harmonise data collection systems and dissemination methods for water resources, hydrometry and flood management users. JBA was lead consultant for the Hiflows-UK project, and are currently assisting the Environment Agency in reviewing its national flow measurement network. Example Past Clients
